Washington Nationals' GM Mike Rizzo On Bryce Harper's Chances Of Making The Opening Day Roster.

"If Davey [Johnson's] picking the club, he's on the club," D.C. GM Mike Rizzo joked this afternoon in an appearance on the MLB Network Radio Show "Power Alley" with Jim Duquette and Kevin Kennedy when asked if 19-year-old phenom Bryce Harper would be breaking Spring Training with the big league team. "Bryce is an extremely talented player. He performed terrifically in the Arizona Fall League and in his first professional season really handled each level flawlessly. [He] played very, very well in the Arizona Fall League which, as you know, is an accelerated league. He shows all the signs of [being] a guy that is a quick-to-the-big-leagues guy. We all know about the power, we know about the hit tool, the [hitting] ability, the kid can run, he can throw really well. He's learning how to play defense in the outfield, since after we drafted him we took him from behind the plate to the outfield to extend his career a little bit, but those are difficult questions."

"What Davey has beat into my head," Rizzo said, referring again to the public comments his manager has made about wanting to bring the best team north when Spring Training ends, "Is that I'm going to keep an open mind about it. We really want to break camp with the best twenty-five players that [give] us the best chance to win, but we can't do that in lieu of not developing Bryce Harper correctly for the long-term." As the general manager has explained repeatedly when asked about Harper since the day they selected him no.1 overall in 2010, "We don't want to retard the progress of a great player, but we also don't want to accelerate the process where he really takes a step backwards in his developmental curve."

"It's a fine line," the Nats' GM concluded, "but as we stand today, we're going to keep an open mind and if he's deemed ready and prepared to handle the rigors of a major league season we'll give him every opportunity, but if we feel that he still needs a little more seasoning, he'll go to the minor leagues. I see him as a guy who doesn't need a whole lot of minor league seasoning, but it never hurts a player to go and get some at bats at a lower level than the major leagues."

The Nationals' general manager, who introduced another new starter yesterday when the Nats announced that they'd signed 28-year-old right-hander Edwin Jackson, hasn't been able to escape the Bryce Harper questions in spite of the fact that Washington has been making headlines by trading for Gio Gonzalez and topping Baseball America's list of the top organizations in baseball this winter (before the Gonzalez trade). In an appearance on the MLB Network Show Clubhouse Confidential, the GM was asked what he needed to see from the left-handed slugger this Spring to make his decision:

Mike Rizzo: "I think he has to show that all aspects of the game are fully developed. We know what the power entails. We know how he can swing the bat. We know his competitive edge and we know he's certainly not going to be intimidated or afraid, but he needs to work on the nuances of the game, to become a better defensive outfielder and to be a two-way player, to learn the nuances of base running and that type of thing. And to see more pitches and to get a data base on pitchers in the league and making adjustments I think are probably the most important portions of the development that he has left."

Though he's held the line in public throughout Bryce Harper's development, CBSSports.com's Jon Heyman wrote this morning in an article entitled, "Nats' Rizzo: Bryce can make team; others unsure", that Davey Johnson's comments, "... may [be] getting through to some people -- in fact, the very people making the call." Mr. Heyman writes about whether making the team would be the best thing for Harper's development, but also (more interestingly?) wonders if the public comments about Harper might be a bad idea in case Harper does impress this Spring:

"There is also a suggestion that the Nats are willing to say that he may make the team because they want to provide extra incentive for Harper to show his best during spring training. Though by saying publicly he can play his way onto the team, that also, puts pressure on them to make good on the promise. Regardless, that isn't deterring Rizzo."

"'If he gives us the best chance to win, and (we) feel he's fully prepared to play in the big leagues, he'll make the team,'" the Nats' GM told the CBSSports.com reporter. The Nationals might be trying to motivate Harper, but it doesn't sound like the left-handed-hitting slugger needs much motivation, he did, after all, leave high school early, get his GED and get himself drafted as early as possible in pursuit of his dream of playing in the major leagues. If this winter's acquisitions of Gio Gonzalez, Edwin Jackson and Brad Lidge do in fact signal that the Nats believe they're ready to win now, would Harper be better off learning on the job in the majors rather than joining a competitive team later this season? In our last poll we asked "IF" Bryce Harper "would be" on the Opening Day Roster. You know, I kind of wish he was blocked.

The only reason this is an issue right now is that he’s got to be in the top 3 in the outfield depth chart.

If we can find another viable OF candidate, we can get better production from the outfield (assuming Harper would stink a bit for most of this year), and preserve a year of team control. Then we can flip the odd man out (be it Laroche, Morse, or the mystery OF) for something else that will help us.

Luckily, we have too many pitchers, which makes acquiring an outfielder at least possible.

Nobody blocks Bryce.

I do love the “scheduling conflicts” (what a load!). If you think about it before mid-January, there won’t be any franking conflicts.

We want to love this team, but dumba** stuff like this makes it tough sometimes. Watching the twitpics of the Orioles’ fanfest made me jealous. But, hopefully Phil Wood’s report is accurate and the Nats will do something big next year at the convention center ON A WEEKEND!

The idea of starting the season on Thursday instead of Tuesday doesn't help

It was much easier to have something in the final weekend before the season, after camp breaks. Now, they don’t have much choice other than a weekday affair.

The whole planning ahead is my biggest point. The players can fly to DC for one darn Saturday in January and it’ll be fantastic and a huge draw with great press.

This January has been oddly warm, but most of the time I would NOT want to be taking in the baseball park in snowy/sleety/rainy/blustery DC winter. No thanks.

Plan it ahead…do it in a convention center, like the Orioles and draw thousands and thousands of fans that want the team to love them back. It’s a fest for the fans.

Of course Opening Day is a Day Game – Tradition, after all. And I understand why it’s better to make the exhibition game against the Red Sox a day game, because maybe it’s a bit warmer and all that. But having both not only be day games but weekday games means that I have to take two days off of work if I want to see them both. Which kinda stinks, actually.

tell me about it, I grew up a Reds fan, and I work a job that doesn't have regular hours.

If the Phillies have ONE injury for a pitcher they are in trouble

If Hamels, Lee, or Halladay are out for a extended period of time, they become entirely avg. Especially with Howard (who is rated anyway) out for at least half of the season, and that assumes he’ll be of equal value the minute he gets back.

For me, his performance in Viera is a vital piece of data that will tip the scales one way or the other. So I didn’t vote :-)

I would actually think they have a pretty good idea of whether or not he's staying based on last year and the AFL...

Now if he stinks it up in ST, if opposing pitchers keep busting him inside with breaking stuff and he can’t hit it or if he’s particularly bad in the OF that might sway it, but I don’t think the decision is going to be based on what he does or doesn’t do in a few weeks of exhibition games.

Random thought, different perspective, and it may have no value. But would it be easier to re-sign him off of his 25 year old season or 26?

Thats the positive approach and outlook. It will be awfully hard to resign him in general, so our argument is all based off of the assumption that we lose him and save a few bucks when he is 26.

On a similar note, no one ever talks about how well the Mariners played the Griffey Saga.

While a Mariner, 10 Gold Gloves,10 All-star apperances, 7 Silver Sluggers, and 7 appearances in the top 10 voting for MVP, including one MVP during the Steroid Reign as a center fielder.

Post Mariners career, 3 all -star appearances, which were during two seasons where he played 111 games and 83 games those seasons.

From a bidness pov, it makes not one particle of sense to start the Harper OD

OD in Syracuse should be nice – bit chilly, but nice. Let the mayor chuck the first pitch. High school bands, baton twirlers, like that. Few weeks later, kid’s inna show. Small price to pay, and no need to beat our gums over it. I believe everybody here is good with arithmetic.

Actually, I do think so.

I think that if his Spring Training is good, great even, but not OMGWTFBBQ good, he makes the team in May, long enough for that extra year.

I think if his Spring Training is terrible, he comes up in June.

And I think that for him to make the team on OD, he needs to put up a Spring Training comparable to that of 2011 Morse and be the Spring Training MVP.

…but I voted anyway, since I expect great stuff from Bryce in ST. There are some though, that don’t care how great he is in ST, they would still rather send him back down which I find amazing. I still defend the position that the best 25 come to DC, and not worry about what is going to happen a half decade from now.

You don’t throw a year of team control away so he can play an extra April.

who is making 76 mil over 6 years which basically includes annual increases until a 20 mil. deal when he is 31.

But it will be tough, he’ll have to get a market matching deal well before he is a free agent.

But carries plenty of risk and will be pricey. It will help if they can get to the consistent contender level.

What’s that last year of control worth to the team in re Harper-Boras and entering arbitration eligibility a year earlier for 3 rounds? If he performs to his potential, the opportunity cost is probably $20M – $30M is my guess.

That makes for a pretty expensive month.

Over a Half Decade From Now?

You don’t worry about what is going to happen over a half decade from now, when there may be a crucial need to play him immediately. The best need to be in DC, and if Bryce is the best of the rest for the final OF position, he needs to be patrolling an OF spot at Nats Park from the beginning. Team control over a half decade from now…..seriously? By then, it may not even matter.

If you're worried about 1 yr

Then what’s the point. You want Harper here for the LONG term. Is 2018 THE year the Nats win the pennant? What about 2019, 2020, 2025? Do what’s right. If he deserves it, play the kid, pay the kid. Being cheap and controlling just makes you look petty.

If it’s not about the product on the field, then it’s not about baseball.

Ticket sales in Syracuse

I get it that if Harper is good enough to be on the big club and there’s room on the roster, he should break camp with the big club. That said, this talk is not helping the Syracuse Chiefs sell Opening Day tickets. And it’s the final year of the working agreement, too;

Meh……If they move to a closer destination, I wouldn’t be heartbroken. My guess though, is that Syracuse likes being our AAA affiliate. I’d still like to see Waldorf eventually become a Nats MiLB affiliate with the Blue Crabs.

Different perspective

I am in no way qualified to judge his outfield defense, but that may be a factor everyone is kind of ignoring. Great pitchers love great defense. How many Magellan routes on fly balls in the gap (without an A+ CF) does it take to peeve the pitching staff?

I have no doubt he can and will hit (even with a slow start), but it might not be prudent to mess with the minds of what is looking to be a great staff. Non-outs increase pitch counts and can change the way a guy throws.

Then again, 3-run homers are nice too. I’d love to hear any tidbits from those teaching him how to play the OF. I think that will be a pretty big factor.

He does have a year of outfield experience

My guess is that the learning curve is pretty steep at this point (he’s not going to get much better out there in another few months).

Strasburg is another important factor

Besides the issue of the extra year of team control later on, there’s the fact that Strasburg is going to be on a strict innings limit this year. Even if Harper hits well this year and the team contends for a playoff spot, Strasburg won’t be pitching in any possible playoff games. Thus, even if the Nats get a wildcard spot, they probably aren’t going to advance very far in the playoffs without Strasburg in the starting rotation.

It makes no sense to rush Harper up into the big leagues this year. Bring him up later, look for continued development from some of the other young players (Ramos, Espinosa, Desmond), and watch how much better this year’s pitching staff and team are (or aren’t).
